Dubai RTA Launches Hessa Street Development Project, Doubling Capacity and Reducing Travel Time to Four Minutes

Dubai’s Roads and Transport Authority (RTA) has officially completed the Hessa Street Development Project, enhancing connectivity between Sheikh Zayed Road and Al Khail Road. The project spans 4.5 kilometers and has significantly upgraded the street and its intersections, allowing for four lanes in each direction.

The completion of this project is expected to improve traffic flow considerably, reducing travel time from 15 minutes to just four minutes. This development aligns with the RTA’s commitment to enhancing the road network infrastructure and accommodating Dubai’s rapid urban growth.

His Excellency Mattar Al Tayer, Director-General and Chairman of the Board of Executive Directors of the RTA, emphasized that the project reflects the leadership’s vision to improve traffic conditions and support the needs of a growing population. Hessa Street is a vital corridor that serves several residential and development areas, including Al Sufouh 2, Al Barsha Residential Area, and Jumeirah Village Circle. The population in these areas is projected to exceed 640,000 by 2030.

Capacity Enhancements

The Hessa Street Development Project has effectively doubled the road’s capacity from 8,000 vehicles per hour to 16,000 vehicles per hour in both directions. This significant increase is achieved through the expansion of lanes and the development of key intersections.

The project encompasses four main intersections: Sheikh Zayed Road, First Al Khail Street, Al Asayel Street, and Al Khail Road. Each intersection has undergone extensive upgrades to accommodate the increased traffic volume.

Project Details

The first intersection at Sheikh Zayed Road features a new two-lane directional ramp constructed above the Dubai Metro Red Line. This ramp facilitates traffic turning right from Sheikh Zayed Road onto Hessa Street, heading east toward Emirates Road.

At the intersection with First Al Khail Street, the existing bridge has been expanded from three to four lanes in each direction. This upgrade includes improvements to the signal-controlled surface intersection to enhance traffic management.

The intersection with Al Asayel Street has also seen improvements, with the number of lanes increased from two to four in each direction. A new bridge has been constructed parallel to the existing one, along with surface-level traffic enhancements managed by traffic signals.

The fourth intersection, with Al Khail Road, features a two-lane direct elevated directional ramp. This ramp serves traffic heading north from Hessa Street to Al Khail Road towards Sharjah. Additional new bridges have been built above Al Khail Road to facilitate traffic moving from Hessa Street toward Deira.

Phase Two of Development

The RTA has commenced work on the second phase of the Hessa Street Development Project, which will extend from its intersection with Al Khail Road to Sheikh Mohammed bin Zayed Road over a distance of three kilometers. This phase includes the construction of three main intersections, featuring bridges totaling 8,835 meters and a 480-meter tunnel.

The second phase aims to double the road capacity from 4,000 to 8,000 vehicles per hour, significantly reducing travel time from 24 minutes to just five minutes. This phase will benefit approximately 650,000 residents across ten residential and development areas, providing direct traffic flow between Al Khail Road and Sheikh Mohammed bin Zayed Road.

Traffic volume on the roads covered by this phase is estimated to reach around half a million trips per day. Key areas served by this project include Jumeirah Village Circle, Arjan, Dubai Science Park, Al Barsha South, Jumeirah Lakes Towers, Jumeirah Islands, Barsha Heights, The Greens, and Emirates Hills.
