Ajman Unveils New HR Law, 83 Urban Projects, and Green Targets for Vision 2030
Ajman has announced a comprehensive suite of initiatives aimed at enhancing the quality of life, sustainability, and economic competitiveness within the emirate. These initiatives include the introduction of a new Human Resources Law, the initiation of 83 urban development projects, and ambitious environmental targets for 2030.
Ajman’s Executive Council Meeting
The plans were ratified during a meeting of the Ajman Executive Council, which was led by Sheikh Ammar bin Humaid Al Nuaimi, the Crown Prince of Ajman and the Chairman of the Executive Council. This meeting took place as part of the UAE Government Annual Meetings held in Abu Dhabi. The session concentrated on increasing national coordination and ensuring that Ajman Vision 2030 translates into tangible improvements in quality of life and public services for its residents.
New HR Law to Strengthen Employee Wellbeing and Flexibility
One of the key outcomes of the session was the approval of a new Human Resources Law for the Government of Ajman. This legislation aligns governmental policies with the overarching Vision 2030 and is designed to improve quality of life for government employees and their families.
The new law introduces a modern leave system, offers flexible work arrangements, and implements initiatives aimed at empowering individuals with disabilities. It endorses remote work both within and outside the UAE, thereby promoting both productivity and a balanced work-life routine. Sheikh Ammar emphasized that future evaluations of success should center on “how people live their lives, how services are provided, and how residents feel the government’s presence in their day-to-day experiences.”
Establishment of the Ajman Lifelong Learning Council
Another significant initiative is the formation of the Ajman Lifelong Learning Council. This body aims to integrate education, skills development, and labor market needs to foster continual growth and competitiveness among Ajman’s residents. Sheikh Ammar noted that human development is fundamental to the emirate’s competitiveness and is a key driver of sustainable leadership across various sectors.
The Urban Empowerment Strategy has also outlined 83 projects aimed at making Ajman more inclusive and sustainable. These plans encompass numerous developments, including enhancements to the Corniche, the creation of bicycle and pedestrian pathways, improved rainwater drainage systems, and accessible urban infrastructure.
Urban Projects: A Focus on Inclusivity
Sheikh Ammar directed all government facilities to achieve full readiness while highlighting that inclusivity involves not merely modifying existing structures but also rethinking the philosophy of urban planning to ensure accessibility for everyone. The Council additionally approved a conceptual framework for public services that spans 11 sectors. This framework shifts the government’s role from a mere executor to a creator of public value, assessing services through the lens of human experience.
Ajman 2030: Environmental and Infrastructure Targets
The Executive Council also reviewed Ajman’s Environmental Targets for 2030. These ambitious targets include significant measures such as:
- A commitment to reduce carbon emissions by 40%
- The planting of 50,000 mangrove trees
- Raising waste treatment capabilities to 80%
- Establishing 43 new parks covering a total of 875,000 square meters
Further infrastructure goals aim to construct 260 kilometers of new roads, develop 99 kilometers of cycling and pedestrian paths, achieve 66% rainwater drainage coverage, and implement 83% smart lighting by 2030.
Additionally, the Council approved policies for public-private partnerships (PPP) to facilitate increased private-sector investment in environmental projects, thus accelerating the timelines for implementation.

In conclusion of the session, Sheikh Ammar bin Humaid Al Nuaimi asserted the need for the next phase to deliver measurable outcomes that residents can observe in their everyday lives. “The upcoming sessions must showcase success stories and tangible examples. We seek impact that is visible and achievements that can be readily recorded,” he stated.
