Dubai has set an ambitious objective to double the media sector’s contribution to the emirate’s GDP, increasing it from 1.4 percent to 3 percent by 2033. This strategic goal underscores Dubai’s commitment to fortifying its media landscape amid rapid digital transformation and evolving market needs.

Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, the Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council (DMC), recently presided over a meeting focused on evaluating key performance indicators and strategies for the media sector. This initiative aligns closely with Dubai’s broader developmental agenda and the visionary goals set forth by the Vice President and Ruler of Dubai.

Strategic Framework for Media Enhancement

During the meeting, Sheikh Ahmed emphasized the significant potential inherent in Dubai’s media sector. He pointed out that strong public-private partnerships and well-defined regulatory frameworks are critical for fostering growth. “The government is committed to laying the groundwork necessary for media companies and institutions to innovate and scale,” he remarked, highlighting the alignment with the Dubai Economic Agenda D33.

Accelerating digital transformation within Dubai’s media landscape is crucial. Sheikh Ahmed noted the sector’s essential role in enhancing public awareness and supporting future Dubai initiatives, thereby strengthening the emirate’s global influence. “Keeping pace with global technological shifts necessitates advanced tools and platforms capable of engaging diverse audiences,” he added.

The meeting also focused on specific performance indicators that will shape the media sector’s roadmap to 2033. These indicators encompass various initiatives designed to enhance the sector:

  • Increasing the media sector’s GDP contribution
  • Boosting media exports

  • Establishing new film and gaming committees
  • Expanding Dubai’s global communication strategies

Additional priorities identified included strengthening local content production, supporting private media enterprises, and enhancing audience engagement at both regional and international levels.

Strengthening Regulatory Frameworks

Mona Al Marri, the Vice Chairperson and Managing Director of the Dubai Media Council, indicated that the transfer of regulatory oversight of Dubai’s media sector to the Council has made a significant impact. Under Law No. (29) of 2024, the Council has been empowered to effectively implement media development plans that meet international standards, thereby reinforcing Dubai’s position as a hub for media creativity and global talent.

“Ensuring consistency with Emirati culture and values while issuing permits and licenses creates a clear regulatory environment necessary for competitiveness and innovation,” Al Marri noted.

Expanding Global Collaboration

Nehal Badri, Secretary General of the Dubai Media Council, shared insights on the Council’s expansion of global expertise in 2025. Collaborating with international academic institutions has been pivotal in shaping forward-looking media policies and developing future media talent.

The launch of the first Dubai Film and Games Forum at the Arab Media Summit 2025 marks a significant milestone, alongside the establishment of the Dubai Film Development Committee and the Dubai Gaming Committee. Talent development initiatives include the Media Leadership Programme, the Media Knowledge Exchange Programme, and the Emirati Media Talent Pledge, which aims to cultivate skills through collaborations with regional and international media organizations.

In the meeting, Sheikh Ahmed approved the integrated digital strategy for Dubai Media Incorporated (DMI). This plan aims at transforming major initiatives, such as the expansion of the “Awaan” platform for television content, which will cater to both local audiences and global markets.

Key components of DMI’s strategy include advanced content development, original productions, and partnerships with technology leaders. These efforts aim to enhance the organization’s digital identity through Emirati content that resonates globally, particularly focusing on youth storytelling and emerging formats like podcasts.

Members of the DMI Youth Council for Dubai Media participated in the discussions, emphasizing the importance of nurturing future Emirati media leaders in alignment with the National Youth Agenda 2031.

Developing Emirati Media Talent

At the conclusion of the meeting, Sheikh Ahmed engaged with participants of DMI’s “Media Pioneer Programme – Emirati Photographer” as well as those enrolled in the “Leaders Diploma Program.” This program, launched in partnership with an international media academy, aims to equip emerging national leaders with globally relevant media capabilities.

By focusing on nurturing homegrown talent and expanding opportunities within the media sector, Dubai is positioning itself to thrive in an increasingly competitive global media landscape.
