Kazakhstan and UAE Strengthen Strategic Ties Amid Boost in Investment and Tech Cooperation

UAE’s Significant Investment in Kazakhstan

ALMATY – The United Arab Emirates (UAE) has solidified its standing as one of Kazakhstan’s foremost investors, with over $1.3 billion funneled into various sectors over the last decade. This substantial investment was highlighted during the recent 10th Kazakhstan-UAE Intergovernmental Commission meeting held on November 25. The discussions herald a new chapter in the robust digital, technological, and economic partnership between the two nations.

Evolving Economic Relations

Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development, Zhaslan Madiyev, noted that bilateral ties have transcended traditional economic discussions. “Today we are discussing how our countries can shape the digital architecture of the future from artificial intelligence and GovTech to space, energy, and scientific research,” he stated. He emphasized the shared belief in advancing human potential through technology.

Focus on Technology and Digital Infrastructure

During the commission meeting, representatives from both countries deliberated on innovative projects, including the launch of Central Asia’s first exaflops-class supercomputing system. This initiative underscores the contributions of Emirati companies toward enhancing the digital infrastructure in Astana. The talks also explored the development of the Kaz–UAE GovTech Innovation Hub, aimed at implementing digital solutions and enhancing public administration efficiency.

Joint Research Initiatives

A series of ambitious projects were discussed, including establishing joint research centers focusing on artificial intelligence, big data, 6G technologies, and robotics. Both nations expressed a commitment to expanding collaborations in cybersecurity, digital assets, and high-performance computing, further strengthening their technological capabilities.

Broadening Cooperation Across Multiple Sectors

Expanding Collaborations Beyond Investment

Kazakhstan and the UAE have taken proactive steps to broaden their cooperation into various sectors, including transport, energy, culture, education, and healthcare. The presence of nearly 500 Emirati companies operating in Kazakhstan, with 49 registered within the Astana International Financial Centre, exemplifies the depth of this partnership. Conversely, Kazakh investments in the UAE have reached approximately $2 billion, reflecting mutual confidence in the ongoing bilateral relationship.

Call for Active Participation in International Events

At the conclusion of the discussions, the UAE extended an invitation to Kazakhstan to actively participate in preparations for the United Nations Water Conference, scheduled for 2026. The conference, which the UAE will co-host with Senegal, signifies a vital step for both countries in addressing global water challenges.

Reinforcing Political and Strategic Dialogue

Sixth Round of Political Consultations

On the same day, Kazakhstan hosted the sixth round of political consultations with the UAE. Foreign Minister Yermek Kosherbayev met with the UAE’s Minister of Energy and Infrastructure, Suhail Al Mazrouei. The two officials underscored the importance of the partnership and Kazakhstan’s intent to deepen its cooperation with Abu Dhabi.

Reviewing Bilateral Commitments

Discussions included a review of agreements established during high-level visits, specifically referencing President Kassym-Jomart Tokayev’s trip to Abu Dhabi and the subsequent visit from Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan to Astana. Both parties reiterated their commitment to accelerating preparations for significant upcoming events and affirmed the necessity of coordination within multilateral platforms.

Future Meetings and Strategic Planning

The meetings culminated with the signing of a protocol for the 10th Intergovernmental Commission, thereby formalizing agreements across key sectors. The 11th meeting of the Kazakhstan-UAE Commission is scheduled to take place in Abu Dhabi in 2026, marking a continuation of this strategic dialogue.
