Dubai has unveiled a significant initiative aimed at bolstering its creative economy, led by Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture and Arts Authority. This initiative, known as the Creative Sector Resilience Portfolio, is launched in alignment with directives from His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Deputy Prime Minister of the UAE. The initiative encompasses a total investment of AED1 billion, designed to enhance the economic landscape of the emirate.

Five Pillars of the Portfolio

The Creative Sector Resilience Portfolio is structured around five key pillars: Cultural Infrastructure, Creative Production, Participation and Audiences, Talent Development, and Cultural Impact. Each of these pillars is aimed at strengthening Dubai’s creative ecosystem while ensuring its adaptability to future challenges.

The initiative is intended to support skilled professionals and drive long-term growth, positioning the creative sector as a vital contributor to Dubai’s economy.

Sheikha Latifa emphasized that the portfolio reflects Dubai’s proactive approach to navigating current developments efficiently. She stated that the initiative underscores the emirate’s commitment to establishing creativity as a sustainable economic driver.

Collaborative Efforts

The Creative Sector Resilience Portfolio is a key outcome of a workshop organized by Dubai Culture in collaboration with the Dubai Future Foundation. This workshop convened leaders from various cultural, heritage, artistic, and creative institutions across the emirate, aiming to strengthen ecosystem readiness and reinforce Dubai’s position as a global cultural hub.

The portfolio will be implemented in phases, with each stage introducing initiatives that provide creatives and cultural institutions with access to essential resources, including spaces, funding, professional development, and market opportunities. Agreements with both public and private sector partners have been established to enhance collaboration and strengthen sector resilience.

Focus on Cultural Infrastructure

The Cultural Infrastructure pillar emphasizes access to spaces and assets for the creative community. Free, multipurpose venues will be made available in collaboration with several entities, including Dubai Municipality and Dubai CommerCity. Additionally, Dubai Culture will offer dedicated spaces within its own assets, along with affordable workspaces through Letswork, enabling creatives to showcase their work and build professional networks.

Support for Creative Production

The Creative Production pillar aims to provide funding and commissioning opportunities through various initiatives. These include the Dubai Cultural Grant, a micro-grants program in partnership with Art Jameel, a micro-commissioning program with Luxuriant Design, and an exhibition grant in collaboration with Art Dubai.

Enhancing Talent Development

The Talent Development pillar focuses on connecting creatives with audiences and markets. This will be achieved through the continuation of an e-learning initiative in partnership with LinkedIn, as well as cultural activation programs, workshops, and training courses designed to enhance skills and professional growth.

Promoting Participation and Audiences

The Participation and Audiences pillar aims to provide promotional and media support across digital platforms to highlight local talent. Retail and exhibition opportunities will be made available through Majid Al Futtaim’s Ma’an program, which offers complimentary spaces within its assets.

Cultural Impact and Public Art

The Cultural Impact pillar seeks to transform Dubai into an open-air gallery. In collaboration with PHI Advertising, creative works will be displayed on outdoor billboards throughout the emirate, bringing art into public spaces and reinforcing Dubai’s cultural identity.
