Mohammed bin Rashid Launches ‘UAE Government 4.0’ to Accelerate AI Integration in 50% of Public Services
Abu Dhabi: His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, has announced a significant initiative aimed at integrating Agentic AI into 50% of government operations. This announcement came during a UAE Cabinet meeting, which he chaired at Qasr Al Watan.
Ambitious AI Integration Strategy
The meeting included prominent figures such as Sheikh Mansour bin Zayed Al Nahyan, Vice President and Deputy Prime Minister; Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai; and Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior. Sheikh Mohammed emphasized the UAE’s goal to become the first government globally to deploy Agentic AI across half of its services and operations.
He stated that the Cabinet discussed a national transformation strategy directed by the UAE President, which includes defining a governance framework outlining the roles and responsibilities of all ministries and federal entities involved in this project.
Training and Development Initiatives
The Cabinet also launched an extensive training program, described as the largest in the history of the UAE Government. This initiative aims to train 80,000 employees in Agentic AI tools and technologies, encompassing a wide range of personnel from ministers to new employees across various government entities. The first package of transformational government services powered by Agentic AI was approved, targeting citizens, residents, businesses, and investors.
Sheikh Mohammed further elaborated on the National Policy for Advancing Digital Healthcare Services and Artificial Intelligence in the Health Sector. This policy is built on three foundational pillars: developing a national AI-driven medical system, establishing an advanced digital health infrastructure, and equipping the healthcare workforce with necessary AI capabilities.
Framework for Implementation
The Cabinet approved a comprehensive framework defining the roles of each ministry and federal entity in the implementation of the Agentic AI project. This framework mandates the formation of work teams within each entity, led by respective ministers or heads, to initiate the transformation of at least 50% of federal services and operations into Agentic AI systems.
These teams will also set targets and establish assessment indicators to evaluate the transformation’s effectiveness, ensuring government efficiency and productivity.
Advancing Digital Healthcare
The Cabinet approved the National Policy for Advancing Digital Healthcare Services, which aims to create an integrated national health system supported by AI technologies. This policy focuses on expanding the application of digital technologies across various healthcare levels, developing a smart health infrastructure, and ensuring the ethical governance of AI applications in the health sector.
Additionally, the Cabinet has initiated the drafting of a Federal Law to regulate smart health applications and the use of AI in healthcare. This law will establish a unified legal framework governing the development, licensing, and operation of AI-powered health systems, addressing critical issues such as data governance and patient rights.
Broader Initiatives and International Engagement
The Cabinet also reconstituted the UAE Council for Digital Wellbeing, which will be chaired by Lt. General Sheikh Saif bin Zayed Al Nahyan. This council will include ministers and senior officials from various sectors, including telecommunications, education, and cybersecurity.
In the realm of industrial technology, the Cabinet reviewed the results of the Industrial Technology Transformation Programme, a key component of the National Strategy for Industry and Advanced Technology. This program aims to enhance the sustainability and global competitiveness of the national industrial sector.
The Cabinet also discussed the National Electric Vehicles Policy for 2025, which has led to the implementation of a unified tariff for electric vehicle charging stations and an increase in public charging stations from 360 in 2021 to 1,200 by 2025.
Furthermore, the Cabinet reviewed the Emirati Genome Programme’s initiatives, including the implementation of premarital genetic testing aimed at enhancing health awareness and reducing healthcare costs.
During the meeting, the Cabinet approved the negotiation and signing of 15 international agreements covering various domains, including trade, investment, and academic cooperation, with partner states such as Kazakhstan, Panama, and Austria.
The UAE Cabinet’s initiatives reflect a commitment to leveraging technology for improved governance and public service delivery.
