Dubai Implements New Rules for Delivery Bikes to Reduce High-Speed Accidents
Effective November 1, 2025, Dubai’s Roads and Transport Authority (RTA) in conjunction with Dubai Police will enforce new regulations banning delivery motorcycles from high-speed lanes in an effort to enhance road safety. This initiative aims to mitigate rising accident rates involving delivery riders across the emirate.
New Regulations for Delivery Riders
The newly established regulations will impose restrictions on delivery riders using specific lanes based on road configurations.
- High-Speed Lane Bans: Delivery motorcycles will be prohibited from the two leftmost lanes on five-lane roads and the leftmost lane on three- or four-lane roads.
- Two-Lane Roads: There will be no restrictions on roads with two lanes or fewer.
In addition to the lane restrictions, the regulations will introduce monetary penalties. Riders caught violating these rules will incur a fine of AED 500 ($136) for the first offence and AED 700 ($191) for the second. A permit suspension will follow for a third offence.
RTA’s Commitment to Safety
Hussain Al Banna, the CEO of the Traffic and Roads Agency at RTA, emphasized the importance of these regulations as part of a coordinated effort with various stakeholders. “The delivery sector plays a key role in driving economic development,” he stated, highlighting the ongoing commitment to service standards, health, safety, and sustainability.
Al Banna noted that this initiative aligns with Dubai’s Economic Agenda, which aims to double the emirate’s economy in the coming years. “We are continuously updating laws to enhance both the delivery experience and road safety,” he added.
The RTA conducted in-depth technical studies and consultations with delivery firms and government entities to ensure that the new regulations align with international best practices. “The regulation was formulated based on specialised traffic studies to ensure the safety of delivery riders and all road users,” Al Banna remarked.
Enhancements in Enforcement and Compliance
To ensure adherence to the new rules, the RTA will collaborate closely with Dubai Police, the Department of Economy and Tourism, and delivery companies. New road signage will clearly indicate lanes designated for commercial motorcycles, complementing existing signs for heavy vehicles.
An extensive public-awareness campaign will also launch across various media outlets to inform delivery riders and transport operators about the new regulations.
Enforcement Framework
Major General Saif Muhair Al Mazrouei, Assistant Commander-in-Chief for Operations Affairs at Dubai Police, stated that these regulations support the five-year executive plan of the Traffic Safety Strategy. This plan focuses on:
- Monitoring and enforcement
- Road and vehicle engineering
- Traffic awareness
- Systems and administration
Al Mazrouei emphasized that enhanced road safety is a priority. “This decision will play a key role in promoting compliance with traffic laws and ensuring better road control,” he noted.
The penalties for riders violating speed limits will see stricter enforcement as well. Those exceeding 100 km/h on roads with a similar speed limit will face escalating fines, starting from AED 200 ($54) for a first offence and increasing to AED 400 ($109) for subsequent infractions.
Rising Accident Statistics
The need for these regulations is underscored by alarming statistics related to accidents involving delivery motorcycles. Police records indicate a rise from 854 incidents in 2024 to 962 in 2025. Furthermore, violations recorded by Dubai Police grew from 70,166 last year to 78,386 in just the first nine months of 2025, demonstrating ongoing risky behaviours among some riders.
Al Mazrouei acknowledged the vulnerabilities faced by motorcyclists, stating, “Motorcycles are among the most vulnerable modes of transport to fatal accidents.” He added that restricting delivery bikes from high-speed lanes is an essential step toward better safety and discipline on the roads.
Fostering Excellence in Compliance
The RTA and Dubai Police have introduced the Delivery Sector Excellence Award, aimed at recognizing companies that adhere to the new regulations. This initiative seeks to promote healthy competition within the sector, ensuring compliance with traffic laws while achieving excellence in service delivery.
The new rules are part of Dubai’s broader objective to foster sustainable public safety alongside economic growth, in line with the emirate’s Economic Agenda (D33). By formalizing standards within the delivery sector, authorities aim to safeguard lives, improve logistics efficiency, and maintain Dubai’s reputation as a leading hub for smart, sustainable transport solutions.
