Dubai’s Dh1 Billion Stimulus Package Boosts SMEs, Halving License Fees for Business Owners
The Dubai government has launched a Dh1 billion stimulus package aimed at supporting small and medium enterprises (SMEs) amid ongoing regional uncertainties. This initiative is designed to help businesses reduce costs, defer fees, and maintain resilience in a challenging economic landscape.
Saba Patel, a Dubai-based realtor and founder of Revantage Real Estate Brokerage, was preparing to renew her company’s trade license, which amounted to Dh32,000 in 2026. Just before making the payment, she discovered an online post detailing the new economic relief package for SMEs. The initiative promised to alleviate financial burdens for business owners like Patel, enabling them to sustain growth despite external pressures.
After researching the initiative, Patel consulted her public relations officer (PRO) to confirm eligibility for the benefits. She learned that the information was accurate, and her trade license renewal fee was reduced to Dh17,000, nearly halving her costs. Excited by this development, Patel shared her experience on social media, generating significant engagement from fellow SME owners seeking similar relief.
Dubai’s Dh1 Billion Economic Stimulus Package
The stimulus package, announced on March 30, 2026, is part of an ongoing effort by the Dubai government to bolster its private sector. His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai, approved the package with a focus on supporting hotels, trade enterprises, and SMEs, which are vital to the city’s economy.
Effective April 1, the initiative will be implemented over a period of three to six months. Key features include the deferral of various government fees for SMEs for three months, relief measures for the hospitality sector, and extended grace periods for import-export companies needing to submit customs data. Additionally, hotels and hospitality operators can benefit from a three-month delay on sales fees and the Tourism Dirham levy. The government has also streamlined residency permit processes, facilitating the stay of skilled professionals and their families in the UAE.
How Dubai’s Support Makes a Difference
The economic relief package is providing timely assistance to SME owners in Dubai. Patel noted that such initiatives can significantly impact smaller businesses, where every operational saving is crucial. She emphasized that practical government support reduces financial pressure, allowing businesses to redirect funds toward growth, hiring, and stability. Patel also highlighted the efficiency of the discount application process, describing it as straightforward and devoid of complications.
Noora Sharafi, co-founder of Honestry, a clean-label bakery in Dubai, expressed her initial concerns regarding sales and ingredient sourcing but soon observed a positive trend. She noted that the local customer base remained supportive, which was encouraging during uncertain times. Sharafi remarked on the UAE’s prioritization of SMEs, sharing that a representative from Dubai Culture reached out to ensure her business was faring well and to offer assistance.
Although Sharafi did not apply for any incentives, she acknowledged that her company benefited from automatic measures, allowing her to focus on operations without added administrative burdens.
Another SME owner, Elke Steijns, founded Vogaya, a plant-leather handbag brand, just before regional tensions escalated. She faced both business-related and ethical dilemmas while navigating her company through challenging circumstances. Steijns found it difficult to promote her products while many were experiencing hardship but noted a trend toward more mindful spending. She observed that the market remained resilient overall.
Steijns appreciated the supportive environment in Dubai, stating that while not all recent measures directly applied to her early-stage brand, she benefited from the broader SME ecosystem. Programs like FRWRDx, supported by the Dubai Chamber of Digital Economy, provided her with mentorship and visibility, which are essential for startups.
Learning and Adapting in a Supportive Ecosystem
Steijns described her entrepreneurial journey as a continuous learning experience, particularly regarding logistics and operational structures. She encouraged fellow SME owners to research available resources and support from authorities, highlighting the numerous options that exist.
She emphasized that while Dubai offers a stable environment, resilience must come from within each business. Clear positioning, careful cost management, and adaptability are key factors for success. Steijns also noted the importance of engaging with the local ecosystem, which presents many opportunities beyond direct financial support. She expressed appreciation for the collaborative spirit among local businesses.
As the government and business communities unite with shared goals, Dubai is poised for continued growth and prosperity. Patel expressed confidence in the UAE’s proactive approach to business challenges, stating that initiatives like the Dh1 billion stimulus package not only provide financial relief but also enhance overall confidence in the business environment. She affirmed that entrepreneurs in the UAE operate in a supportive landscape that fosters growth.
