UK Athletics Fined £350,000 for ‘Wholly Avoidable’ Death of Paralympian Abdullah Hayayei
Abdullah Hayayei, a 36-year-old Paralympian, tragically lost his life when a practice cage collapsed on him during training in London. Hayayei was preparing to represent the United Arab Emirates at the World Athletics Championships when the incident occurred on July 11, 2017, at Newham Leisure Centre.
Incident Overview
The incident involved a 440lb metal throwing cage that had been improperly erected without its base plate, leading to its collapse. UK Athletics Ltd has since been fined £350,000 for corporate manslaughter, along with an additional £44,000 in costs, which must be paid over six years.
Hayayei, a father of five, was set to compete in the para athletics shot-put event. The court heard that the cage’s failure was an “accident waiting to happen,” highlighting significant lapses in safety protocols.

During the proceedings, Judge Richard Marks KC characterized Hayayei’s death as “tragic, untimely and wholly avoidable.” He pointed out that the failings of UK Athletics were not isolated incidents. Keith Davies, the 79-year-old former head of sport for the 2017 World Paralympic Athletics Championships, admitted to a health and safety charge and received a community order requiring 175 hours of unpaid work.

Badriah, Hayayei’s widow, expressed the profound impact of her husband’s death on their family. She emphasized that Hayayei was not just a competitor but a devoted father and husband. She urged the court to consider the extensive harm caused by the negligence that led to his death.
Safety Failures
The court revealed that UK Athletics had acquired two identical cages from the 2012 Olympics, neither of which had been correctly assembled with the necessary base plates. Prosecutor John Price KC noted that the cages posed a continuous hazard, as many athletes had trained within them over the years.
On the day of the incident, Hayayei was training under the supervision of UAE team coach Ayman Mohamed Ali Ibrahim. Ibrahim recounted how a sudden gust of wind caused the cage to shift, resulting in the bar falling on Hayayei’s head. Despite immediate medical assistance, Hayayei never regained consciousness and was pronounced dead later that evening.
Investigation Findings
Investigators found that UK Athletics had failed to secure the cages properly, despite prior warnings about their safety. The lead technician for the cage manufacturer recognized the improper assembly almost immediately upon arriving at the scene.
Detective Chief Inspector Lucie Card stated that the investigation revealed a long history of negligence regarding the cages’ safety. She noted that the case involved extensive documentation and witness statements to establish the circumstances surrounding Hayayei’s death.
UK Athletics’ Response
In a statement following the sentencing, UK Athletics expressed deep regret over the incident. They acknowledged that the failings identified should never have occurred and emphasized their commitment to improving safety standards within the sport. The organization has implemented substantial changes to governance and operational procedures since the tragedy.
UK Athletics stated, “While nothing can undo what happened, there has been a determined focus on learning from these events and ensuring stronger standards and safeguards are in place throughout athletics.”
