Abu Dhabi’s Department of Municipalities and Transport (DMT) has reiterated its stance against the overoccupancy of residential spaces, warning that offenders could face fines of up to AED50,000 (approximately US$13,614). This warning is part of DMT’s ongoing effort to ensure safety and compliance among residents and landlords regarding property occupancy regulations.
In a recent social media announcement, DMT launched a segment of its ‘Your Home, Your Responsibility’ campaign. The initiative seeks to address the potential hazards associated with overcrowding. The campaign emphasizes the importance of adhering to the Regulation of Occupancy of Properties and Residential Units in the Emirate of Abu Dhabi.
Campaign Objectives and Health Risks
During the campaign launch earlier this year, a senior official from DMT, Dr. Saif Sultan Al Nasri, highlighted the core objectives. He stated, “Through this awareness campaign, we aim to emphasize the importance that landlords and tenants adhere to the law regulating properties and residential units’ occupancy.” He pointed out that these regulations are essential for mitigating the adverse effects of overoccupancy while also safeguarding the health and safety of residents in the emirate.
Dr. Al Nasri further elaborated on DMT’s commitment: “As one of DMT’s top priorities, we continuously strive to provide resolutions and measures that enhance the happiness and well-being of the community.” He mentioned that these initiatives align with the introduction of a long-term affordable housing initiative aimed at strengthening Abu Dhabi’s real estate market.
Ensuring Compliance and Safety
In light of rising concerns, the recent DMT post urged residents to prioritize the safety of their families by avoiding overcrowded living conditions. It emphasized maintaining hygiene, proper ventilation, and compliance with occupancy regulations. The DMT outlined that overcrowding not only presents a fire hazard but can also lead to health issues due to insufficient ventilation and the possible transmission of diseases.
To further its mission, DMT has amplified its on-site inspections to identify and penalize violators. The authority is determined to implement stringent measures to ensure compliance with occupancy laws, which also encourages property owners and investors to align with established leasing standards.
Encouraging Collaboration Among Stakeholders
The DMT’s efforts highlight the necessity for collaboration among all stakeholders, including businesses and individuals involved in the housing sector. The department has called on companies to offer housing solutions aimed at lower-income demographics within appropriate accommodations.
Moreover, the campaign focuses on enhancing tenant awareness regarding their responsibilities. It educates tenants to remain vigilant against violations of property occupancy regulations, such as renting units without proper contracts and ensuring that rental properties are registered within the Tawtheeq system. Tenants are also reminded that all vehicles must be registered in their respective Mawaqif zones to avoid additional penalties.
Fines and Enforcement Measures
To reinforce these compliance efforts, the DMT has specified that a fine of AED50,000 will ensue for residential overcrowding violations. Additionally, properties that do not meet established health and hygiene standards will incur a fine of AED25,000. Earlier in March, regulations indicated that fines could range from AED5,000 to AED500,000 (US$136,147), with repeated offenses potentially resulting in penalties up to AED1 million (US$272,000).
DMT also reserves the authority to take further actions if necessary. This may include suspending Tawtheeq contracts and accounts for landlords and investors failing to comply with the established regulations.
