Dubai is set to enhance its status as a global sports hub with an ambitious strategic plan unveiled by the Dubai Sports Council. Sheikh Mansoor bin Mohammed, chairman of the council, aims to double the number of sporting events hosted in the emirate by the year 2033. This initiative underscores Dubai’s commitment to becoming “the world’s best sporting city.”

The Dubai Sports Strategic Plan 2033, revealed this week, is structured around four main pillars. These include increasing support for both private and public sports clubs, developing local talent, enhancing community participation, and expanding the calendar of events. By focusing on these areas, the Dubai Sports Council aims to significantly elevate the emirate’s sporting profile.
Projected Growth in Participation and Revenue
Currently known for hosting major events like the DP World Tour Championship and the upcoming Dubai Rugby Sevens, the emirate’s sports landscape is poised for expansion. The ambitious plan not only targets the doubling of events but also aims to raise annual attendees from 1.67 million to an impressive 4.1 million by 2033.
Khalfan Juma Belhoul, vice chairman of the Dubai Sports Council, remarked, “With the vision of leadership, there is an abundance when it comes to events.” His statement emphasizes the importance of investing wisely in both global and local sporting events. The council envisions over 4 million attendees participating in major events by 2033.
Economic Contributions to Dubai’s GDP
The projected increase in sporting events and participation is expected to drive significant economic benefits for Dubai. The sports sector’s contribution to Dubai’s GDP is targeted to rise from AED 10.1 billion to AED 18.3 billion (approximately USD 2.9 billion to USD 4.6 billion) annually by 2033. Sheikh Mansoor stated, “We have launched a comprehensive and forward-looking vision for the future of sport in Dubai.”
Initiatives for Club Sustainability and Talent Development
Another critical aspect of the strategic plan is the expansion of club sports, particularly within private clubs, to ensure sustainable commercial revenues. The goal is to achieve 50% commercial revenue sustainability through core business operations by 2033. Belhoul remarked on the necessity for the Dubai Sports Council to support these clubs in their growth and competitive efforts.
Talent development is also central to the strategy, with plans to nurture approximately 1,400 athletes annually through various programs. Belhoul emphasized the need for a holistic approach to talent cultivation that links sports with community involvement and academic institutions.
Promoting Women’s Participation in Sports
Community sporting participation is already a vibrant part of Dubai’s culture, and the Dubai Sports Council is keen to expand this base. Special initiatives, such as the Sheikha Hind initiative, will transition from a two-week program to a year-round effort, aimed at benefiting over 200,000 women. The overarching aim is to increase the number of active residents from 1.6 million to 2.6 million by 2033.
Identification of Priority Sports
The strategic plan identifies 17 priority sports across various categories, including emerging sports like padel and combat sports, as well as those with broad global appeal, such as cricket, golf, and basketball. This classification supports a tactical focus on maximizing economic impact and public interest in the sporting narrative of Dubai.

Looking to the future, the Dubai Sports Council aims to build upon existing community sports initiatives, focusing on inclusivity and participation.
