Dubai Launches ‘Al Freej Gardener’ Platform to Strengthen Access to Licensed Gardening Professionals
Collaborative Initiative for Home Gardening Services
Dubai Municipality, in conjunction with Dubai Police General Headquarters and the General Directorate of Identity and Foreigners Affairs (GDRFA) Dubai, has unveiled the ‘Al Freej Gardener’ initiative. This digital platform aims to regulate home gardening and landscaping services throughout the emirate, ensuring residents have access to qualified and licensed professionals.
The initiative is designed to enhance service quality while improving security and the aesthetic appeal of residential neighborhoods. It will be available through the Careem app starting in September.
Enhancing Community Services
The ‘Al Freej Gardener’ initiative embodies a collaborative effort between government entities and the private sector to provide essential community services. The platform will offer residents reliable gardening services and agricultural guidance rooted in sustainable practices, thereby promoting the quality and sustainability of green spaces in Dubai.
Requests for gardening services will be managed through specialized agricultural maintenance companies, which will offer tailored service packages. These services will encompass home gardening, routine maintenance, irrigation system installation and maintenance, as well as agricultural consultancy, all accessible via a single on-demand digital platform.
Official Launch and Memorandum of Cooperation
The launch of the initiative was marked by the signing of a memorandum of cooperation, attended by key officials including Lieutenant General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police; Lieutenant General Mohammed Ahmed Al Marri, Director General of GDRFA Dubai; and Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality.
This agreement establishes a framework for implementing the initiative through digital solutions aimed at improving service quality and efficiency while ensuring adherence to relevant regulations.
Roles of Participating Entities
Dubai Municipality is spearheading the initiative, coordinating with relevant government entities to facilitate convenient access to qualified gardening and landscaping professionals. The initiative also aims to support training and awareness programs that promote responsible and sustainable gardening practices.
Dubai Police will conduct awareness and field campaigns in residential areas to enhance public understanding of preventive measures and procedures related to gardening services. These efforts are intended to bolster regulated service delivery, improve security, and contribute to safer neighborhoods.
GDRFA Dubai will provide guidance on visa and permit requirements, supporting awareness efforts related to engaging gardening professionals to ensure compliance with applicable regulations.
Careem will be responsible for developing and operating the digital platform, coordinating with participating companies during the registration and qualification process, and delivering the necessary support services to ensure a safe and reliable customer experience.

Major General Hareb Mohammed Al Shamsi, Deputy Commander-in-Chief for Criminal Affairs at Dubai Police, emphasized the initiative’s reflection of the value of cooperation between government entities and the private sector in developing services that meet community needs. He noted that this aligns with Dubai’s vision for a sustainable and attractive city.
Major General Dr. Ali bin Ajif Al Zaabi, Assistant Director General of the Violators and Foreigners Follow-up Sector at GDRFA Dubai, highlighted the importance of clear regulatory frameworks for the success of community services. He stated that the directorate would support the initiative through awareness and guidance related to visas, permits, and compliance requirements.
Eng. Nasser BuShehab, CEO of the Planning and Governance Sector at Dubai Municipality, remarked that the initiative merges service and community objectives by enhancing the regulation and provision of gardening services while supporting sustainable agricultural practices and preserving Dubai’s urban and visual appeal.
Mudassir Sheikha, CEO of Careem, noted that the partnership aligns with the company’s mission to simplify and improve everyday life. He added that the platform will provide residents with reliable, high-quality home gardening services while elevating standards across the sector.

The platform will require participating gardeners and service providers to adhere to applicable laws and regulations, promoting the adoption of regulated digital gardening services throughout Dubai.
