“The decision to issue an additional front plate applies to motorcycles operating in the delivery sector,” Mahboob explained. “RTA will assign a new unified number that differs from the previous plate number. This will be rolled out progressively during the licensing or renewal processes.”
Notably, the revised regulations exclude non-commercial motorcycles; the additional front plate applies solely to those engaged in parcel delivery, message dispatch, document transport, order management and delivery services, and motorcycle rentals when utilized for these activities.
Addressing Growth in the Delivery Sector
The decision to implement these new regulations comes in response to the rapid expansion of the delivery sector in recent years, spurred by increasing demand and a growing number of motorcycles on Dubai’s roads.
Mahboob remarked that “the new controls will enhance traffic discipline, improve the overall delivery service experience, and support RTA’s top priority of safeguarding road users.” This commitment underscores the RTA’s ongoing efforts to ensure safety amid the evolving dynamics of urban transport.
Motorcycle Lane Regulations for Safety
In conjunction with the recent plate announcement, RTA has established data regulations governing the movement of delivery motorcycles on high-speed roads, specifically in collaboration with Dubai Police HQ.
Under these regulations, delivery riders are prohibited from utilizing the two left-most fast lanes on multi-lane roads (five lanes or more) and the left-most fast lane on roads with three or four lanes. This rule helps mitigate risks associated with high-speed travel while enabling safer road conditions for all users.
Conversely, on roads with two lanes or fewer, delivery riders may operate without restriction across all lanes. This flexibility allows for efficient delivery operations while prioritizing safety on less populated roadways.
Implementation and Future Direction
The RTA will roll out these new front number plates progressively, incorporating them into existing licensing schedules as motorcycles are renewed or in instances of plate damage or loss.
