Enhanced Response Strategies for Severe Weather
Dubai’s General Department of Transport and Rescue at Dubai Police has significantly improved its emergency response capabilities following the challenges faced during the 2024 storms. The heavy rainfall and resultant flooding led to an overwhelming number of emergency calls, prompting a reevaluation of operational strategies. By 2026, the department had implemented a proactive plan that included the introduction of specialized equipment, enhanced coordination among agencies, and improved deployment strategies.
Major General Rashid Khalifa bin Darwish Al Falasi, Director of the General Department of Transport and Rescue, noted that the response to the severe weather events in 2026 was markedly different from that of 2024. The department introduced specialized vehicles designed to navigate water depths of up to two meters, while existing equipment was adapted to better handle the evolving weather conditions.
Lessons Learned and Equipment Upgrades
The 2024 storms served as a critical learning experience, leading to the development of specialized equipment tailored for heavy rain scenarios. Al Falasi emphasized that the lessons learned from that year were instrumental in shaping the department’s approach to future emergencies. The proactive plan included the establishment of additional deployment points and the distribution of specialized equipment throughout the emirate, particularly in areas like Hatta, which are more susceptible to flooding.
The strategy focused on pre-deploying teams in areas anticipated to be affected by severe weather, thereby reducing response times and facilitating quicker interventions. Each team was equipped with an experienced officer linked directly to the operations room, ensuring rapid decision-making. Dedicated duty officers were assigned to each deployment point, enhancing operational oversight.
Operational Coordination and Challenges
The operations room has undergone significant enhancements, now staffed with personnel possessing extensive field experience. This expertise allows for real-time monitoring and analysis, making the operations room a vital component of the rescue system. Direct coordination with partner entities, including the Roads and Transport Authority and Dubai Municipality, has been streamlined, with representatives present to expedite decision-making.
Despite these advancements, challenges remain. Al Falasi pointed out that some individuals continue to disregard official warnings, venturing into valleys and flood-prone areas, complicating rescue efforts. Teams have had to manage complex rescue operations, including evacuating individuals stranded in precarious situations, such as trees and poles.
Modernization of the Rescue Fleet
Colonel Khalid Al Hammadi, Director of the Search and Rescue Department, reported that a comprehensive modernization program for the rescue fleet was initiated in 2025 and 2026. This program included the acquisition of 12 specialized vehicles designed for flood conditions, with an additional four expected soon. The new vehicles can operate in water levels ranging from 120 to 150 centimeters and are equipped with rubber boats and integrated rescue tools.
Existing vehicles have also been upgraded, featuring raised designs and specialized ventilation systems to withstand adverse weather conditions. Al Hammadi noted that the strategic distribution of teams across 14 key locations, particularly in Hatta and mountainous areas, has significantly improved readiness and reduced response times.
Community Engagement and Public Safety
The recent weather events saw teams responding to 13 incidents in valley areas, successfully rescuing individuals in hazardous conditions. Al Hammadi highlighted that the newly introduced equipment was crucial for reaching stranded individuals, with some operations requiring the crossing of large bodies of water. Vehicles equipped with roof-mounted inflatable boats allowed for immediate deployment, while six-wheeled and amphibious vehicles facilitated navigation through flooded areas.
Coordination with partners has been essential, with Emirates Auction providing 60 additional cranes during the rainy season. Dubai Municipality played a pivotal role in managing water accumulation through pumps and emergency plans.
Al Falasi commended the dedication of transport and rescue personnel who worked tirelessly during the weather events, reflecting a strong sense of national responsibility. He acknowledged the cooperation among rescue teams, partner agencies, and the community, emphasizing the commitment to public safety.
