NATO Member Romania Reports Russian Drone Strike on Apartment Block, Injuring Woman and Child
NATO has condemned Moscow for reckless behavior following a Russian drone strike on an apartment building in Romania, injuring a woman and a child. The incident occurred in Galați, a city near the Ukrainian border, during a Russian attack on Ukraine. This marks a significant escalation, as it is the first time a densely populated area in a NATO country has been directly impacted during the ongoing conflict.
Incident Overview
Romania’s defense ministry reported that the drone entered Romanian airspace and struck the ten-story apartment block, causing an explosion that ignited a fire in a top-floor unit. Photos from the scene showed extensive damage, including charred brickwork. The Romanian authorities confirmed that the drone had been tracked by radar before it crashed.
As of now, Russia has not issued any comments regarding the incident. This event raises concerns among NATO member states about the potential spillover of the war into their territories.
NATO’s Response
NATO Secretary General Mark Rutte stated that “Russia’s reckless behavior is a danger to us all,” emphasizing the alliance’s commitment to defend every inch of Allied territory. He made these remarks after a phone conversation with Romanian President Nicușor Dan. Rutte did not mention the activation of NATO’s mutual defense clause but assured that the alliance would enhance its readiness to counter threats, including drone incursions.
President Dan echoed these sentiments, asserting that Russia’s actions reflect a “total disregard for international law and for the safety of the citizens of a NATO member state.” He also indicated that the Russian ambassador had been summoned for discussions.
Increasing Tensions
The drone strike is part of a broader pattern of Russian incursions into Romanian airspace. Since the onset of the full-scale invasion of Ukraine in 2022, Romanian officials have reported 28 breaches of their airspace by Russian drones. This has heightened fears among NATO allies regarding the potential for further aggression.
Local resident Stephen Evelyn described the incident as “another provocation by the Russians,” suggesting that it was unlikely to be an accident given the frequency of similar occurrences. He called for NATO to take decisive action in response to these threats.
Military Preparations
In response to the drone strike, Romania scrambled two F-16 fighter jets and deployed a military helicopter to monitor the situation. The pilots were authorized to engage any drones that posed a threat, provided it did not endanger populated areas. Residents in border counties were advised to take cover.
Brigadier General Gheorghe Maxim noted that the drone had been in Romanian airspace for four minutes, flying at a low altitude that made it difficult for radar systems to detect. He mentioned that while the U.S. anti-drone system Merops is operational in Romania, it is not fully integrated with national air defenses, complicating the response.
Casualties and Damage
The Romanian defense ministry confirmed that the woman and child injured in the strike were taken to a hospital for treatment of minor injuries. Additionally, two individuals were treated on-site for panic attacks, and approximately 70 residents were evacuated from the apartment building. The drone strike also caused damage to building stairwells, an elevator shaft, and five vehicles.
In a related incident, a drone without an explosive charge was discovered in northwestern Romania, prompting an investigation into its origin.
Romania has requested NATO allies to enhance anti-drone capabilities in the region, indicating a need for low-altitude radars and interceptor drones. A NATO spokesperson confirmed that additional defensive measures are under consideration.
