New Delhi: A significant investigative breakthrough has emerged from a three-part exposé titled Operation ‘Chanda Chori’. This investigation reveals a complex scheme involving close aides of trust officials who allegedly facilitated the evasion of CCTV surveillance and highlighted a donation process devoid of accountability, where gold is exchanged without documentation.
The sting operation features a whistleblower, a close associate of Supreme Court-appointed Ram Mandir Trustee Mahant Dinendra Das. This individual exposes a well-organized racket siphoning off gold, silver, and material donations intended for the historic temple. The investigation implicates high-profile administrative insiders and uncovers a pervasive culture of commissions embedded within the trust’s financial management.
The Mastermind and the Karnataka Gold Route
The whistleblower identifies Gopal Rao, reportedly from Karnataka, as the primary architect of the theft network. Rao allegedly instructed employees on methods of theft and enlisted his nephew along with approximately 200 external handlers to execute the operation.

If intercepted, the voucher would cover the excess, allowing the handlers to pocket the additional gold if undetected.
Chartered Flights
While the temple’s heavy precious metals were dispatched by rail, the masterminds traveled via commercial and chartered flights. Rao reportedly made nearly 50 air trips in a single year, funded by the operation.
Institutional Bribery and Diversion of Goods
The sting operation further alleges that systemic corruption has infiltrated daily operations. The whistleblower stated on camera that “everyone gets a commission” paid out monthly.
Additionally, the investigation uncovered the misappropriation of material donations. A significant consignment of two truckloads of winter jackets, intended for low-income temple staff and sent by a donor in Mumbai, was allegedly hijacked. Only 40 jackets reached the workers; the remainder was reportedly diverted to the private residence of senior trust member Anil Mishra and sold illegally in the commercial market.
Suppression of Honest Trustees
To maintain the operation without interference, the syndicate actively isolated key members of the trust. The whistleblower revealed that communication channels were intentionally severed to keep Supreme Court-appointed trustees, including Mahant Dinendra Das, uninformed.
As Mahant Dinendra Das became increasingly active over the past seven to eight months, the syndicate reportedly panicked. Equipped with hidden cameras and fake gold jewelry, the undercover team exposed seven critical operational vulnerabilities.

Despite offering his resignation and attempting to remain out of the public eye, General Secretary Champat Rai continues to oversee operations and conduct internal meetings from the guest house alongside close aide Anil Mishra.
Bypassing Financial Paper Trails
Trust officials accepted gold donations without requiring original purchase bills, informing undercover reporters that a ‘duplicate bill’ or makeshift paperwork would suffice.
