Record-Low Danube Water Levels Threaten Energy Stability in Eastern Europe

Budapest: Governments in Central and Eastern Europe are implementing emergency measures to conserve electricity amid severe drought and extreme heat, which are disrupting power generation and jeopardizing critical infrastructure. Record-low water levels on the Danube River have intensified the situation, impacting nuclear, hydroelectric, and other energy facilities reliant on the river.

Persistent drought and consecutive heatwaves have driven water levels along the Danube to historic lows, with Budapest reporting levels around 10 centimeters—significantly below the previous record low of 33 centimeters set in 2018. With no significant rainfall anticipated and temperatures expected to exceed 38°C in the coming days, authorities do not foresee a quick recovery in water levels.

Hungary’s Nuclear Plant Near Shutdown

The crisis has brought Hungary’s sole nuclear power station, the four-reactor Paks Nuclear Power Plant, to the brink of a complete shutdown for the first time in its 44-year history. The facility, which relies on Danube water for cooling, produced only 240 megawatts on Monday, a drastic reduction from its usual output of approximately 2,000 megawatts.

Hungarian Prime Minister Péter Magyar announced that engineers had temporarily managed to keep the last operating turbine running, postponing what was expected to be a full shutdown over the weekend. Magyar stated, “This is very good news, because the complete shutdown of the Paks power plant can still be avoided, at least temporarily, on one of the biggest consumption days.”

Located about 90 kilometers south of Budapest, the Paks plant accounts for nearly half of Hungary’s electricity production and supplies about one-third of national electricity consumption. To mitigate the reduced output, Hungary has increased electricity imports from neighboring countries and is relying more heavily on renewable energy sources.

The government has urged major industrial users and households to decrease power consumption, particularly during peak demand hours from 5 p.m. to 10 p.m. Additional measures include restrictions on electric freight train operations during peak periods, expected to save between 70 and 90 megawatt-hours of electricity daily. A recent decree also empowers authorities to mandate energy-saving measures for large industrial and commercial consumers if necessary. According to Magyar, the conservation campaign successfully reduced electricity demand by approximately 700 megawatts on Sunday.

Serbia and Romania Also Affected

The energy crisis is not confined to Hungary. In Serbia, record-low Danube levels have diminished output at the country’s primary hydroelectric facility to just 20% of capacity. Prime Minister Djuro Macut convened an emergency meeting focused on national energy security, urging residents to limit the use of high-consumption appliances such as air conditioners. He described the situation as “serious and demanding.”

Serbian President Aleksandar Vucic warned that water levels could soon drop too low for normal river transport operations. Although cargo vessels are still navigating the Danube, they are currently operating at only half their usual loads.

Romania is facing similar challenges. Authorities reported that Danube water flow has plummeted to approximately 1,500 cubic meters per second, less than one-third of the river’s average flow in July. As a precaution, officials have shut down one reactor unit at the Cernavoda Nuclear Power Plant, with additional reductions in output planned. The facility is currently functioning at roughly half of its normal capacity.

Growing Pressure from Heat and Drought

The combination of prolonged drought, extreme heat, and rising electricity demand is placing increasing pressure on power systems across the region. As temperatures rise, the demand for cooling and water consumption escalates, while river-dependent energy production is constrained.

Authorities in the affected countries are closely monitoring conditions, with further conservation measures likely if drought persists and Danube water levels continue to decline.
