The initiative is structured around four core pillars: Community, Events, Clubs, and Talent. To achieve these aims, a series of 19 programs and 75 initiatives will focus on improving sports infrastructure and increasing community engagement.
His Highness emphasized that the strategic plan demonstrates Dubai’s commitment to building a world-class sports sector that promotes talent and fosters community involvement. He stated, “Our goal is for Dubai to become the world’s leading destination for sports and athletes.”
Key Objectives
By 2033, the plan seeks to increase the contribution of the sports sector to Dubai’s GDP from AED10.17 billion to AED18.3 billion ($5 billion) annually. Additional targets include elevating resident participation in sports from 1.6 million to 2.6 million and boosting annual attendance at major sporting events from 1.67 million to 4.1 million.
This ambitious initiative also outlines specific sports categories that will drive growth, namely Emerging Sports like padel and esports, Community Sports such as running, and Sports with Global Reach like golf and basketball. Each category is designed to encourage a more active lifestyle among residents while enhancing Dubai’s international appeal.

The strategic plan emphasizes the importance of empowering both public and private sports organizations to meet international standards.
