A key focus of the new regulations is the prohibition on unauthorized rent increases for residential, commercial, or vacant properties. For first-time offenders, the penalty amounts to a fine equivalent to two months’ rent. Should a landlord commit a second violation, the fine escalates to six months’ rent, while repeat offenders could face penalties reaching up to 12 months’ rent. In all instances, landlords are mandated to rectify the noted violations.

Consequences of Non-Compliance
The schedule under the Labour Law also details penalties for landlord failures to register rental agreements through the Ejar electronic rental services network. Initial breaches may result in a warning and an order for remediation. However, repeated violations could lead to fines ranging from one to three months’ rent for the second breach, escalating to six months’ rent upon a third infraction.
Protections for Tenants in Riyadh
In Riyadh, similar enforcement protocols apply to landlords who unjustifiably refuse to renew leases or evict tenants without legal cause. The regulations expressly state that imposition of fines does not negate the right of tenants to seek restitution through the appropriate legal channels. This robust framework marks a significant step toward ensuring fair treatment for residents in the Saudi real estate market.
Cabinet Approval and Broader Implications
The implementation of these measures builds on a Cabinet decision that sanctioned provisions for regulating rental relationships. Notably, the legislation includes a five-year suspension of annual rent increases for both residential and commercial properties within the capital. Such actions represent an effort to create a more stable rental environment as demand for housing continues to grow in Saudi Arabia.
